The bar appears at the bottom of the page until a choice is stored. Analytics, marketing and functionality are on by default; each box can be switched off before saving.
The choice is stored in propbot_consent_v1 with a version and a timestamp and applied to Google Consent Mode v2. Scripts are not hard-blocked; the stored refusal is what changes the measurement signal.
